MassHighway Prequalification of Contractors

In accordance with Massachusetts General Law Chapter 29, Section 8B, all contractors must be prequalified with the Massachusetts Highway Department prior to bidding on all projects that have an estimated construction cost of $50,000 or more. This statute also applies to city and town projects that involve Chapter 90 funds from MassHighway.

The prequalification process is done on an annual basis by each contractor and requires the submission of a completed application, original bonding letter and power of attorney from a surety company. For those contractors who are incorporated outside of the Commonwealth of Massachusetts it also requires a Certificate of Good Standing from the Massachusetts Secretary of State Office.
