Two of the major divisions within MassHighway's organizational structure are dedicated to managing design projects and construction contracts. Design projects originate from many sources, including Metropolitan Planning Organizations priorities, bridge or highway maintenance requirements, federal funding programs (Enhancements or CMAQ), and MassHighway District requests. Designs are generated by engineering consultants or in-house staff, and generally follow the process outlined in MassHighway's Highway Design Manual. Milestone events are reached at 25%, 75% and 100% plan acceptance, and project plans are reviewed each step of the way for environmental regulation compliance, alignment and structural code adherence, utility and right-of-way considerations, and budget constraints.

Once a design is complete, the project is organized within a construction contract, and an open invitation to bidders is published. Construction contractors may review currently available bids through Comm-PASS, the statewide procurement program maintained by the Operational Services Division.
